Стан та напрями реформування фінансової системи України

Abstract

Резюме. До ключових чинників економічного зростання будь-якої країни належать стан фінансів і тенденції їх розвитку. Збалансована система фінансів і ефективне управління бюджетними ресурсами забезпечують формування сприятливого макроекономічного середовища для активізації підприємницької діяльності, збільшення інвестицій, належного соціального захисту населення. Проблеми в системі фінансів, особливо коли вони сягають критичного рівня, здатні продукувати економічні загрози національного масштабу. Розрив між доходами та видатками бюджету, неефективне й нецільове використання бюджетних ресурсів посилюють тиск на ста більність національної валюти, обумовлюють недофінансування видатків бюджету, погіршення системи соціального забезпечення та активне нарощування державного боргу, що закладає економічні проблеми для наступних поколінь, що наразі і переживає сучасна Україна, система державних фінансів якої опинилася в кризовому стані. Розглянуто сучасний стан фінансової системи країни та напрями її реформування, визначено структуру фінансової системи та наведено шляхи її вдосконалення на основі європейського досвіду при проведенні асоціації між Європейським Союзом та Україною згідно стратегії розвитку України: стратегія національної модернізації. Проведено аналіз стану фінансової системи та запропоновано її реформування і, насамперед, державних фінансів, зокрема, бюджетної та податкової реформ, бюджетної та фіскальної децентралізації, що дасть змогу удосконалити систему державних фінансів і на їх основі здійснювати реформи фінансів усіх сфер, ланок і підсистем: фінансів суб’єктів господарювання, фінансів громадян, страхування, фінансового ринку. Фінансова система – це єдиний цілий організм на рівні держави і якщо хоч в одній ланці або підсистемі виникають порушення чинного законодавства, то, відповідно, це порушує всю цілісність системи. Це стосується також і державного контролю та фінансово-кредитної системи. Обґрунтовано напрями реформування фінансової системи України, а також необхідність її збалансування, досліджено стан та вказані напрями стабілізації фінансової системи України та запропоновано шляхи її реформування, насамперед, державних фінансів, враховуючи світовий досвід.

Abstract. The key factors of economic growth of any country are the state of finances and trends in their development. A balanced financial system and effective management of budgetary resources ensure the formation of a favorable macroeconomic environment for the intensification of entrepreneurial activity, increase investment, and proper social protection of the population. Problems in the financial system, especially when they reach a critical level, can produce economic threats on a national scale. The gap between budget revenues and expenditures, inefficient and inappropriate use of budget resources increase pressure on the stability of the national currency, lead to underfunding of budget expenditures, deterioration of the social security system and active increase in public debt, which poses economic problems for future generations. The current state of the country’s financial system and directions of its reform are considered, the structure of the financial system is determined and the ways of its improvement are given on the basis of European experience in conducting the association between The European Union and Ukraine according to the development strategy of Ukraine: the strategy of national modernization. The state of the financial system is analyzed and its reform is proposed, first of all, public finances, in particular, budgetary and tax reforms, budgetary and fiscal decentralization, which will allow to improve the public finance system and on their basis to carry out financial reforms of all spheres and subsystems. economic objects, citizens’ finances, insurance, financial market. The financial system is a single whole organism at the state level and if at least in one link or subsystem there are violations of current legislation, then accordingly it violates the integrity of the system, this applies to state control, financial and credit system. The directions of reforming the financial system of Ukraine are substantiated, as well as the need for its balancing, the state and directions of stabilization of the financial system of Ukraine are studied, and the ways of its reforming, first of all, public finances are suggested.
