Освітня рамкова стратегія для забезпечення рівноправного доступу до освіти ромської національності

Abstract

Резюме. ЄС має в своєму розпорядженні необхідні правові інструменти та комплексні політичні заходи для створення справжньої системи забезпечення рівності. Водночас, як підкреслюється в стратегічному плані ЄС щодо боротьби з расизмом на період 2020–2025 років, дискримінація за расовою або етнічною ознакою все ще існує. Це особливо стосується ромів, які й надалі часто знаходяться в маргіналізованому становищі.

Abstract. The EU has the necessary legal instruments and comprehensive policy measures at its disposal to create a genuine system for ensuring equality. At the same time, as highlighted in the EU’s strategic plan to combat racism for the period 2020-2025, discrimination on the basis of race or ethnicity still exists. This is particularly true for Roma, who continue to be marginalized. Of the estimated 10–12 million Roma living on the continent, many suffer daily from discrimination, antiGypsyism, and socio-economic isolation. In 2011, the Commission adopted the EU Framework for National Roma Integration Strategies up to 2020. It aims, first and foremost, to overcome the socio-economic exclusion of Roma in EU and enlargement countries by promoting equal access to education, employment, healthcare, and housing. The document calls on Member States to develop national Roma integration strategies, appoint national Roma coordination centers, and set targets at the national level. Roma have been proven to contribute to Europe’s cultural richness, diversity, economy and shared history for centuries. The EU is committed to protecting the Roma minority from discrimination, anti-Roma discrimination and social exclusion. Achieving equality, social inclusion and participation of Roma requires all EU institutions, national governments and EU institutions, equality bodies and other human rights institutions to join forces and act in partnership with civil society and international organisations, and with the full involvement of Roma themselves. The Commission calls on the European Parliament to support this strategic framework and asks the Council to work towards the swift adoption of the proposal for a Recommendation on Roma equality, social inclusion and participation, thus ensuring coherence between Member States and the Commission.
